A door locking device for a special material carrying vehicle is provided to raise a safety level by preventing the special material from falling down or being stolen from a container. A fixing hook(420) is rotated within a predetermined angle range in an axis of horizontal hinge on a body unit(410). The fixing hook is opened upwards. A key assembly(430) includes a movable rod, which is rotated by a key. A locking lever(440) locks or unlocks the fixing hook. A spring(450) maintains a locked or unlocked state of the locking lever. The locking assembly is connected to the movable rod(435) and the housing(431). When the locking lever is unlocked, the movable rod is returned to an original position by an elastic recovery unit. A rotary pushing rod(480) is integrated with the fixing hook and opens the fixing hook, when the fixing hook is rotated at a locked-up state.
