PROBLEM TO BE SOLVED: To provide an event management apparatus that can acquire appropriate events at appropriate timings. SOLUTION: The event management apparatus 20, which manages events acquired from an external monitoring apparatus 10 for, when an external environment satisfies any predetermined condition, issuing an event representing that the condition has been satisfied, includes an event acquisition means for acquiring an event from the external monitoring apparatus 10, a plan creation means for creating a plan representing an execution order of actions depending on the event acquired by the event acquisition means, an execution state monitoring means for monitoring the execution state of the actions included in the plan created by the plan creation means, an event issuance means for, when the execution state monitoring means determines that the action execution state satisfies any predetermined condition, issuing an event representing that the condition has been satisfied, and a notification means for notifying the external monitoring apparatus of directions for event issuance in response to the event.
