PROBLEM TO BE SOLVED: To provide an access authority control system, making determination by referring to an operational log information of a file in determining the access authority of the file. SOLUTION: This access authority control system includes: an inquiry accepting part for accepting an inquiry about user's access permission/non-permission to a file and file identification information of the file; an operational log information storage part for storing an operation log information at least to the file; an operational log information acquiring part for acquiring corresponding operation log information from the operational log storage part based on the accepted file identification information; an access permission/non-permission determination part for determining the user's access authorization to the file using at least the acquired operation log information; and a result transmit part for transmitting control instruction based on the determination result to an access control part.
