PROBLEM TO BE SOLVED: To effectively suppress air enclosure by narrowing a gap region 72 located between folding-back rollers 54, 57. SOLUTION: The tip parts of folding-back arms 51 adjacent to each other are circumferentially separated far apart from each other following the progress of folding-back work by the movement of the first/second folding-back rollers 54, 57 to the radial outside. However, at that time, the second folding-back roller 57 of each folding-back arm 51 is moved so as to separate from the first folding-back roller 54 by a moving mechanism. As a result, it narrows the gap region 72 that is located between the first/second folding-back rollers 54, 57 adjacent to each other and in which a folding-back part 44 is merely superposed on a body part 43 without being pressed and pressure-bonded by the folding-back rollers.
