PROBLEM TO BE SOLVED: To easily detect a change of a program except for a tamper resistant module. SOLUTION: A terminal device comprises: a tamper-resistant module 40 including a flash memory 45 for storing a hash value of a boot part including a preset boot program and a CPU 41 which calculates an inputted hash value of the boot part, discriminates whether the calculated hash value of the boot part is matched with the stored hash value of the boot part or not and outputs a result of the discrimination; a flash memory 35 for storing the boot part; and a CPU 31 which inputs the boot part stored in the flash memory 35 to the CPU 41 by executing the program stored in the flash memory 35, acquires a result of the discrimination and sets operation of a terminal device with use of the boot part to permission when a hash value is matched in the result of the discrimination.
