PROBLEM TO BE SOLVED: To provide a frame rate converter and a video picture display unit by which an interpolated video picture with less distortion in a contour of an object can be obtained. SOLUTION: An interpolation frame production means is equipped with a first means and a second means. For a pixel position discriminated for motion to be absent by a region discrimination means from among each pixel position in interpolated frames, the first means employs, as an interpolation video picture of the pixel position, any one of a video picture at the same pixel position of the previous frame, a video picture at the same pixel position of the present frame, and an averaged video picture of the video pictures at the same pixel positions of the previous and present frames. For a pixel position discriminated for motion to be present by the region discrimination means from among each pixel position in interpolated frames, the second means extracts a video picture corresponding to the pixel position of an interpolation frame from any one of the previous frame and the present frame based on a motion vector of a block containing the pixel position and employs the video picture extracted as an interpolation video picture.
