PROBLEM TO BE SOLVED: To provide a light scattering body structure such that light of a desired light emission color is excellently taken out in an organic EL element. SOLUTION: A light scattering body having light scattering capability is formed through stages of: forming a large number of projections 12a on a base layer 11; forming a continuous film 13b on the large number of projections 12a; and forming a coating film 13a covering the projections 12a along shapes of the projections 12a by fluidizing the constituent material of the continuous film 13b.
