<P>PROBLEM TO BE SOLVED: To restrict use of an automobile based on driver's license information recorded in a driver's license and a key ID. <P>SOLUTION: The key ID stored in an IC tag 110 of a key 100 is read by an IC reader 350 of a certification device 300, and the driver's license information recorded in an IC tag 210 of the driver's license 200 is read. The key ID and driver's license information are collated with a key ID and driver's license information stored in a nonvolatile memory 370.
