A method and an apparatus for encoding and decoding images using modification of a residual block are provided to perform partial entropy encoding only on necessary discrete cosine transform coefficient based on information for improving spatial correlation of residual values included in the residual to enhance an image coding compression rate. A predicted block of a current block is generated and the predicted block is subtracted from the current block to generate a residual block of the current block(710). Information for increasing spatial correlation of residual values included in the residual block is generated based on the predicted block and the residual block is modified based on the generated information(720). The modified residual block is partially discrete-cosine-transformed using the information(730).
