PROBLEM TO BE SOLVED: To prevent a load caused by music data from being applied on a network. SOLUTION: A communication system includes: a base station device 40 connected with a mobile terminal 10 so as to perform radio communication therewith and connected with a network 100; a core network control unit 30 for controlling line switching on the network 100; and a management device 20 which is connected with the network 100 and controls call setting of multi-call to the mobile terminal 10, the base station device 40 and the core network control unit 30. The management device 20 receives a request message containing a transmission destination address from the mobile terminal 10, thereby performing control to make call setting not to secure a line band of voice communication to the base station device 40 and the core network control unit 30. While call setting not to secure the line band of voice communication is performed, the base station device 40 converts voice data from the mobile terminal 10 into packet data and transmits the relevant packet data to the management device 20.
