PROBLEM TO BE SOLVED: To provide a new bipolar organic compound, to provide a light-emitting element excellent in carrier balance, to provide a light-emitting element and a light-emitting device each low in driving voltage and low in power consumption, and to provide electronic equipment low in power consumption. SOLUTION: The new organic compound is a quinoxaline derivative represented by general formula (1) [wherein, Ar1and Ar2are each a (substituted) phenyl group, or (substituted) terphenyl group or the like, and may be bound to each other; α1is a 6-25C arylene group; R11to R15may be the same as or different from one another, each being H, a 1-4C alkyl group or a (substituted) 6-25C aryl group].
