<P>PROBLEM TO BE SOLVED: To provide a composite electrolyte in which high electric conductivity, water resistance, and swelling resistance are all realized, and to provide a solid polymer fuel cell that uses the electrolyte. <P>SOLUTION: This is the composite electrolyte which is equipped with an electrolyte polymer having acid group, and a cross-linking molecule, having either two or more functional groups of quaternary onium group and nitrogen containing heterocyclic alkyl cation group, and in which a cation group, formed by the dissociation of the functional groups and an anion group formed by dissociation of the acid group are forming hydrophobic acid/salt cross-linkage; and the solid polymer fuel cell that uses this composite electrolyte for an electrolyte membrane and/or the electrolyte in a catalyst layer.
