A fuel manufacturing apparatus and a fuel manufacturing method are provided to manufacture a powder type fuel with a high heating value efficiently from organic waste comprising food waste and plastic waste. A fuel manufacturing apparatus comprises: a treatment vessel(1) which receives waste(100) and treats the waste in water, the treatment vessel having an injection port(11) disposed on a top part thereof such that a waste supply unit(6) is connected to the injection port, and a discharge port(12) disposed on a bottom part thereof; a temperature/pressure control unit(5) which supplies water into the treatment vessel, and which controls an internal pressure of the treatment vessel to a treatment pressure of at least 1.55 MPa and controls an internal temperature of the treatment vessel to a treatment temperature of at least 200 deg.C, the temperature/pressure control unit including a pressure gauge(3), a temperature(4), a controller(55), a pressure vessel(71), and a pressure regulator(72); and an agitation unit(2) for agitating the waste and water, the agitation unit including a drive motor(20), a shaft(21) connected to the drive motor and horizontally inserted into the treatment vessel in the longitudinal direction of the treatment vessel, and agitation vanes(22) connected to the shaft. |
