PROBLEM TO BE SOLVED: To provide a point-to-multipoint communication system that can excellently communicate even when information signals are transmitted in the form of a signal burst. SOLUTION: A slave unit to transmit signals temporarily stores the signals and measures the amount of information of the stored signals. A master unit instructs that each slave unit reports the volume of information. A slave unit which has received an instruction from the master unit reports the volume of information to the master unit according to the instruction. The master unit which has received a report from each slave unit calculates the volume of permissions which permits transmission to each slave below the specific maximum value, based on the reported amount of information, and instructs each slave unit to transmit a signal, based on the calculated amount of permissions. The slave unit which has received the instruction from the master unit then transmits the stored signals to the master unit according to the instruction, and furthermore, the interval for instructing to report the volume of information is dynamically updated.
