PROBLEM TO BE SOLVED: To provide a discharge lamp with peel-off of a phosphor layer formed on an inner surface of a bulb restrained, and to provide a lighting fixture that uses the same. SOLUTION: The discharge lamp 1 is provided with a bulb 2 sealing discharge gas and mercury controlled at the coldest-point temperature in an airtight vessel 20 formed of a translucent material, and a cylindrical cap 3. The bulb 2 has an outer shell part 19, substantially in the shape of an electric bulb, and a concave cavity 4 is sealed in at a lower part of the outer shell part 19, into which a coupler 18 is set in recess toward inside of the shell part 19. Furthermore, at the center part of a bottom part 4a of the concave cavity 4, a drain pipe 5 is welded communicated with an inner space of the bulb 2 and extended toward an opening 4b side of the concave cavity 4. Moreover, each of phosphor layer 6 is formed at an inner face of the outer shell part 19 as a whole, and the entire face of the concave cavity 4. Then, in the vicinity of the bottom part 4a of the concave cavity 4, a shielding plate 10 of a substantially disc shape is attached to the support body 11 so as to be substantially orthogonal to the drain pipe 5.
