PROBLEM TO BE SOLVED: To improve the probability of reporting a failure by enabling detection of failure in an object device even if it is not provided with a communication device. SOLUTION: A portable terminal device 102 reports, upon detection of presence of failure feature information requested, the detected position information and time information to a failure management server 104 together with the failure feature information. The failure management server 104 reports position information of a failure estimated based on the detected position information and time information and feature information of an article to a terminal device 1022 to make the terminal device 1022 output it.
