PROBLEM TO BE SOLVED: To provide a banknote depositing and dispensing machine preventing a failure of bill detection to improve detection accuracy in detection of a remaining bill. SOLUTION: The machine is provided with a separator 31 arranged movably upward and downward inside a housing area for conveying a bill received from the upper part of the housing area to the lower part of the housing area and dropping the bill by opening action shaking downward, a lower position sensor 35 arranged below the separator 31 to move up and down along with the separator 31 for detecting a position, wherein the separator 31 can carry out the opening action, and a residual sensor 36 detecting a remaining bill on the bottom face of the housing area when full-discharge processing for discharging all the bills inside the housing area is carried out. After the full discharge processing, if no remaining bill is detected by the residual sensor 36, the lower position sensor 35 carries out residual detection for detecting a remaining bill in the housing area.
