PROBLEM TO BE SOLVED: To provide a crime prevention processor for notifying a rescuer of the emergency circumstances of a person to be rescued without making it necessary to perform any operation. SOLUTION: This crime prevention processor 13 is configured by communicatively connecting a portable telephone 11 with a GPS function carried by a person to be rescued through communication line networks 14 to 17 to a portable telephone 12 carried by a rescuer, and provided with a storage part for storing a safety region registration table in which a safety region is registered, a facility information registration table in which a safety region is registered, a safety state registration table in which conditions for recognizing that the person to be rescued is put in a safety state including the safety region and a safety facility are registered so as to be associated with each person to be rescued; a movement history storage table of the person to be rescued; and a management information table in which the mail addresses of the person to be rescued and the rescuer are registered; an emergency circumstance detection part for detecting that the person to be rescued is put in emergency circumstances on the basis of the current location of the person to be rescued, the current time, the conditions registered in the safety state registration table and the movement history; and an emergency circumstance notification processing part for notifying the rescuer of the emergency circumstances by mail.
