PROBLEM TO BE SOLVED: To provide an abnormality detecting device of a secondary battery and an abnormality detecting method of the secondary battery capable of deciding the existence or nonexitence of an inner short circuit of the secondary battery by a simple device constitution and a simple deciding method, even in the secondary battery having a high self discharge rate. SOLUTION: The abnormality detecting device is equipped with a thermostatic chamber (a temperature control means) controlling an ambient temperature of a detecting object secondary battery 11; a charging means 15 conducting a constant voltage for charging the secondary battery 11; a current detecting means 17 detecting a charge/discharge current of the secondary battery 11; and a deciding means 19 deciding the existence or nonexistence of the internal short circuit of the secondary battery 11 from a current convergence value in a low temperature environment by controlling the charging state of the secondary battery to a prescribed state by conducting constant-voltage charging in a high-temperature environment while decreasing the internal resistance of the secondary battery 11, and while keeping the constant voltage charging state, lowering the ambient temperature to a temperature at which a self discharge amount of the secondary battery is considered to be almost zero within an inspection time.
