An insulation structure to prevent frost between waterproof sheets for a tunnel is provided to stop drain pipes from freezing and drain water smoothly by installing an insulating member between a waterproof sheet and a lining concrete. An insulation structure to prevent frost between waterproof sheets for a tunnel comprises a shotcrete, a waterproof layer(120), a lining concrete(130), and an insulating member(140). The waterproof layer includes a nonwoven fabric(122) and a waterproof sheet(124) which are laid on the surface of the shotcrete. The lining concrete is poured on the waterproof layer. The insulating member is laminated between the waterproof sheet and the lining concrete.
