<p><P>PROBLEM TO BE SOLVED: To provide a coder capable of reducing the factors of cost increase by fixing a code amount, simplifying processing and suppressing the using amount of a buffer. <P>SOLUTION: A quantization table 13 stores a quantization characteristic value for fixing the code amount outputted as the quantized result of an input image from a camera part 1, a plurality of quantization tables 19 store the quantization characteristic value for fixing the code amount corresponding to the kinds of turning and turning speed of the camera part 1, and a code control part 18 selects the quantization table 19 corresponding to the kind of turning and turning speed of the camera from the plurality of quantization tables 13 and sets it to the quantization table 13 when the turning operation of the camera part 1 is performed. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
