PROBLEM TO BE SOLVED: To provide a method for producing a finely porous membrane, by which the finely porous membrane having a pore diameter suitable for separating and purifying nucleic acid can be produced in a saved space, and to provide an apparatus for producing the same. SOLUTION: This method for producing the finely porous cellulose ester membrane is characterized by comprising a casting process for casting a membrane-producing dope comprising at least water, a solvent having a boiling point lower than that of the water, and acetyl cellulose on a belt-like substrate 1 traveling in the horizontal direction to form the cast membrane on the belt-like substrate, and a drying process for drying the cast membrane, is characterized by performing a pore diameter-determining process for determining the pore diameter formed in the cast membrane by a speed for evaporating the solvent from the formed cast membrane by keeping the temperature of the cast membrane at a temperature exceeding a gelation temperature and lower than a foaming temperature for 40 seconds just after the formation of the cast membrane on the belt-like substrate 1 after the drying process.
