<p><P>PROBLEM TO BE SOLVED: To solve the problem that rolling making edge-drop quality and the prevention of a roll mark on the surface of a plate caused by scratching of the roll by the end part of the plate compatible is difficult in conventional method. <P>SOLUTION: By dividing a work roll into some virtual regions in the width direction, rolled length when the end part of the plate is located in that position is integrated and the shifting position of the work roll is decided so that regions where the above integrated value exceeds a certain value are not used within the shifting region of a work-roll where edge drop does not exceed an allowable value. In this way, both of the edge drop quality and the plate surface quality are achieved.
