PROBLEM TO BE SOLVED: To provide a portable communication terminal capable of reporting it to a communicating party that the portable communication terminal is being used under inappropriate conditions even. SOLUTION: Whether or not the moving speed of a portable phone 1 exceeds a speed threshold of about 20 km/h equal to the maximum value of the walking speed of a human being is judged, and only when the moving speed exceeds the threshold and it is confirmed that the portable phone 1 is in a communicating state, use condition information such as a voice message indicating that the portable phone 1 is in inappropriate use conditions is transmitted to a present communication destination in the portable phone 1 by utilizing a communication state established at the point of time. The momentum of practicing self-control in using the portable phone 1 under the inappropriate conditions such as in a train or while driving a car is raised by mutual understanding of the transmission side and the reception side.
