PROBLEM TO BE SOLVED: To provide an integrated circuit with a data protection function which can set specifications or access restriction different for every user.

SOLUTION: A storage circuit 2 in the integrated circuit 1 is provided with: an access level storage area 22 in which the access level of a normal storage area 21 is stored; a release key input area 23 in which a release key input for changing the access level is stored; and a release key reference area 24. An information control circuit 3 is configured to monitor the connection of an external inspection device 9 to an interface circuit 6 for inspection, and to delete the storage content of the release key input area 23 when the connection is recognized, and to release access to the access level storage area 22 when the external inspection device 9 writes the same content as that of the release key reference area 24 in the release key input area 23, and to release access from the external inspection device 9 to the normal storage area 21 according to the access level stored in the access level storage area 22.
