PROBLEM TO BE SOLVED: To provide a capacitance type electromagnetic flowmeter capable of obtaining stable output and improving measurement precision even if a clearance is generated. SOLUTION: The electromagnetic flowmeter comprises: the measurement tube 2 of nonmagnetic material in which the lining 6 of electric insulation material is applied; the excitation coil 5 provided on the outside of the measurement tube 2; the reinforcement tube 7 provided in the measurement tube 2; and the electrodes 8 of capacitance type and the shield driving electrode 9. The electrodes 8 of capacitance type and the shield drive electrodes 9 are surrounded by the polyimide resin layer 13 and made into integral molding 14.
