PROBLEM TO BE SOLVED: To provide an image processing system, an image processing apparatus, an electronic watermark embedding method and a program, for properly embedding electronic watermark information into an image of a predetermined size. SOLUTION: Before downloading image data from an image database 29 storing the image data, a server 2 causes a client computer to display an image size designation screen used for designating the size of the image data, and to designate a desired size. After changing the image size as designated, the server 2 embeds the electronic watermark information into the image data, and then, downloads the image data for the client computer.
