PROBLEM TO BE SOLVED: To provide a hygienic flushing device capable of sufficiently suppressing the generation of a high level harmonic current and positively adjusting a temperature of flushing water supplied to a private part of a user to an appropriate temperature. SOLUTION: In a heat exchanger equipped with a primary side sheath heater and a secondary side sheath heater, phase control is performed so that only the driving electric power of the secondary sheath heater 92 is proportional to a total load factor wherein the total load factor is in a range of more than 0% and 50% or less, and driving electric power is not supplied to the primary side sheath heater. On the other hand, when the total load factor is in a range of more than 50% and 100% or less, phase control is performed so that the driving electric power of the primary side sheath heater is proportional to a value of the total load factor in a state that a driving electric power of 600 W is supplied to the secondary side sheath heater. The total load factor is the total percentage of the driving electric power that is actually supplied to the two sheath heaters of the heat exchanger with respect to the total rated power (1200 W) of the heat exchanger.
