An optical prism sheet having surface roughness is provided to improve light diffusion and transmission properties and to reduce a manufacturing cost by not using a diffusion sheet. An optical prism sheet includes a light refraction unit(210). The light refraction unit is formed on one surface of a base film(200) and composed of a plurality of unit prisms(211) having predetermined cross sections. Fine unevenness having predetermined surface roughness is formed on a surface of the light refraction unit. A unit surface area of the light refraction unit, where the fine unevenness is formed, is in a range of 1.1 to 100 times of the unit surface of the light refraction unit, where the fine unevenness is not formed.
