PROBLEM TO BE SOLVED: To provide a semiconductor device having a plurality of power systems for which voltages can be set independently of each other, and reducing voltage fluctuations.

SOLUTION: A semiconductor integrated circuit includes: a first power supply whose potential is controlled by control of an external control circuit; a second power supply whose potential is controlled by control of the external control circuit and can be set independently of the first power supply; a first power supply system comprising circuits driven by the first power supply; a second power supply system comprising circuits driven by the second power supply; and a connection circuit which performs the action of connecting the first high-potential wire of the first power supply system to the second high-potential wire of the second power supply system in response to a potential match signal from the external control circuit showing that the first power supply system and the second power supply system are operated at the same potential.
