PROBLEM TO BE SOLVED: To provide a hypochlorous acid water production device capable of stabilizing pH value of hypochlorous acid water at a low cost and in a short time. SOLUTION: A baffle 3 is disposed in a flow path 2 where water A, sodium hypochlorite B and hydrochloric acid C flow, thereby, when an aqueous solution D flows in the flow path 2, the aqueous solution D comes into collision with the baffle 3, the flow is disturbed by the baffle 3, thereby, the water A, sodium hypochlorite B and hydrochloric acid C are adequately mixed, the aqueous solution D is satisfactorily homogenized in the flow path 2 and, as the result, the pH value of the hypochlorous acid water F is stabilized at a low cost without requiring power and a tank, and in a short time without requiring circulation.
