PROBLEM TO BE SOLVED: To provide a controller for providing desired environment in a specified section by making the operation of an information processing terminal itself a desired state in the specified section, a control system, a control method, and an information processing terminal that allows the controller to make the operation of the information processing terminal itself a desired state. SOLUTION: The controller is a controller for controlling the operation of the information processing terminal provided with a short range radio communication means, and is provided with a control signal transmitting means for transmitting a control signal for controlling the operation of the information processing terminal to the information processing terminal through an external communication apparatus installed in a prescribed area that can perform short range radio communication with the information processing terminal, wherein the control signal transmitting means transmits the control signal for controlling the operation of the information processing terminal during receiving the control signal in accordance with the control signal.
