PROBLEM TO BE SOLVED: To provide a fixing device capable of easily separating a recording material from a fixing roller, and to provide an image forming apparatus incorporating this. SOLUTION: The fixing device includes: fixing rollers (32, 52) heated by heating sources (35, 55); and pressure rollers (42, 62) disposed in contact with the heat rollers. The fixing device (12) fixes an unfixed image to a recording material by passing the recording material through a nip. At least the two pairs of rollers, each pair being composed of the fixing roller and the pressure roller, are provided. The fixing rollers have elastic layers (36, 56), which cover the peripheral faces of metal cores (34, 54) composing the fixing rollers within a paper passage area where the nip is formed, and which are softer than the peripheral faces of the pressure rollers of the pairs.
