PROBLEM TO BE SOLVED: To shorten the delivery time of map data. SOLUTION: A planning means comprises: a basic plan registering means for registering information on a requested required time and map data into management information; a detailed plan registering means for registering the number of detail levels and the detail levels into management information; a required time computing means for computing a required time; a required time adjusting means for repeating processing from the basic plan registering means to the required time computing means until the total required time reaches the requested required time or less; and a detail processing determining means for determining the number of detail levels and the detail levels. A management means comprises a supplementary addition means for registering the detail levels and information on a user into management information. A generating means comprises an image data registering means for registering image data into management information, and an image data converting means for converting the image data stepwise into map data.
