<p><P>PROBLEM TO BE SOLVED: To easily follow the weighting of an output frequency corresponding to a class when a quality class is set in a variable-length packet. <P>SOLUTION: An output class determining part 131 determines a class for outputting a packet and outputs the packet. A counter 132 for a class C counts up a data amount of the outputted packet of a class C. A counter 133 for a class D counts up a data amount of the outputted packet of a class D. A threshold comparing part 134 compares a threshold for the class C with a counter value of the counter 132 for a class C. A threshold comparing 135 compares a threshold for the class D with a counter value of the counter 133 for a class D.
