PROBLEM TO BE SOLVED: To provide a mobile wireless terminal device and a base station apparatus which contribute to reduction in network load and improvement of stability of communication by performing handover in accordance with services. SOLUTION: A control part 160 detects reception quality Q of the base station apparatus which is actually used for communication, compares it with a threshold value Q<SB>0</SB>according to an actually used service and determines the necessity for handover. The control part 160 also determines whether handover should be performed or not by comparing the reception quality Q of the base station apparatus actually used for communication and reception quality Q<SB>1</SB>of another base station apparatus in consideration of offset Q<SB>OFF</SB>according to the actually used service.
