PROBLEM TO BE SOLVED: To return a sufficient amount of filling water when the filling water is returned to a septic tank by reducing the amount of water remaining in a sewage discharge hose, and to solve a trouble due to a rapid expansion of air mixed in sewage to be returned when the filling water is returned to the septic tank. SOLUTION: When the sewage is discharged through sewage discharge passages 71, 73, 50, a submersible pump 95 installed on the upper stream end of the sewage discharge passages 71, 73, 50 is driven, and at the same time air in the septic tank 8 on the upper stream side of the sewage discharge passages 71, 73, 50 is pressurized by a vacuum pump 52.
