PROBLEM TO BE SOLVED: To obtain a highly precise cylindrical substrate and flange, which are component parts required for highly precise electrophotographic photoreceptor. SOLUTION: The ground plate 1 includes: a fixed plate 2 having a conductive part fixed to the fitting side face of a flange and engaged with the ground side; a flexible plate 3 bent from the outer edge of the fixed plate, extending along the axis of the cylinder, and entirely accommodated inside a notch formed in the fitting side of the flange; and a contact piece 4 bent in an arc from the extension end of the flexible plate toward the internal face of the cylinder and having the leading end at least extending beyond the notch formed in the fitting side of the flange. The width L1 of the contact piece, the width L2 of the flexible plate, and the width L3 of the notch formed in the fitting side of the flange satisfy a relation expressed by L2<L3<L1.
