PROBLEM TO BE SOLVED: To give an opportunity for different frequency measurement to a user device reliably. SOLUTION: The user device in a mobile communication system has: a means for receiving a downlink control signal by a frequency of a current cell; and a means for performing cell search at a frequency different from the frequency of the current cell in the intervals of the reception timing of the downlink control signal according to the occurrence of a prescribed event for different frequency measurement in the user device or a base station device. When the reception timing interval of the downlink control signal is shorter than a threshold notified by the base station device, and the prescribed event for different frequency measurement occurs in the user device or the base station device, different frequency is measured with a period different from the reception timing interval and notified from the base station device.
