FIELD: engines and pumps. ^ SUBSTANCE: invention relates to soft power production, particularly to wind-power engineering. Proposed plant comprises windmill consisting of blades to take up wind energy that are coupled with electromechanical converters. Note here that windmill blades are fixed to perform bending oscillations across wind flow and torsion oscillations (flutter) about its axis of rigidity. Windmill is arranged in net cells to turn, wind-driven, about vertical axis through 180.
