A memory management apparatus and a method thereof, and a memory management system are provided to allocate a memory region which is accessible at a high access rate to data when the data is recorded in a storage device having memory units having different access rates without restricting addresses recording data. A memory management apparatus(100) includes a first memory unit(104), a second memory unit(105), a control unit(103) and a storage unit(106). The first memory unit is accessible at a predetermined access rate. The second memory unit is accessible at an access rate lower than the predetermined access rate. The control unit manages the first and second memory units as data maintenance units each having a plurality of physical pages and records data in the physical pages. The storage unit stores page allocation information on correlation of the physical pages and logical pages allocated when the data is recorded. The control unit records data in the first memory unit based on the page allocation information when recording the data in one of the first and second memory units.
