PROBLEM TO BE SOLVED: To provide a bandwidth allocation method and a device for improving bandwidth utilization efficiency when a group service, in particular, dynamically changes in a PON. SOLUTION: In this bandwidth allocation method, a bandwidth is allocated from an optical subscriber line terminal station apparatus to an optical line terminating apparatus, and the optical subscriber line terminal station apparatus stores a bandwidth agreement table describing a correspondence relationship of communication flow IDs and service quality parameters for identifying a communication flow between the optical subscriber line terminal station apparatus and the optical line terminating apparatus. In addition, the bandwidth allocation method includes a step to send a service quality request message containing the communication flow IDs and the service quality parameters from the optical line terminating apparatus to the optical subscriber line terminal station apparatus, and a step in which the optical subscriber line terminal station apparatus updates the bandwidth agreement table based on the service quality parameters contained in the service quality request message and performs bandwidth allocation for the communication flow identified by the corresponding communication flow ID based on the bandwidth agreement table.
