PROBLEM TO BE SOLVED: To efficiently and easily transmit user common data. SOLUTION: The user common data transmitter 101 comprises a transmission timing information calculation section 204 which calculates transmission timing information for designating timing to transmit user common data from a plurality of radio base stations 102 to a plurality of mobile stations UE and a notification section 207 for notifying the plurality of radio base stations 102 of the transmission timing information. Each of the radio base stations 102 is configured so as to transmit user common data to the plurality of mobile stations UE on the basis of the transmission timing information designated from the user common data transmission apparatus 101.
