PROBLEM TO BE SOLVED: To provide an actuator achieving low cost and miniaturization and capable of suppressing warpage of a driving member and rotating a movable plate around an X axis and a Y axis orthogonally intersecting the X axis, and to provide an optical scanner and an image forming apparatus. SOLUTION: The actuator 1 includes a first oscillation system 21 having a driving member 211, a second oscillation system 22 having a movable plate 221, a permanent magnet 61 fixed to the driving member 211 through first adhesive layers 81, 82, a coil 62 disposed opposing to the permanent magnet 61, a driving means having a voltage application means to apply a voltage to the coil 62, and second adhesive layers 71, 72 fixed to the driving member 211. The voltage application means is configured to rotate the movable plate 221 around the X axis and the Y axis by applying a superposed voltage of a first alternating voltage and a second alternating voltage in different frequencies from each other to the coil 62.
