A dehydration system and dehydration method having improved membrane performance. A dehydration device (1) has, provided in a dehydration device (1) body, a water separation diaphragm section (10) having a liquid inlet in the lower part of a water separation membrane that has one or more vertically extending flow paths that allow liquid to pass through them and also having a liquid outlet in the upper part of the water separation membrane, and the dehydration device (1) also has a shell section (11) defined by the outer surface of the water separation membrane section and by the inner wall of the device body. Heating means (12) is provided at that portion of the shell section that is near the liquid outlet. A connection opening (14) for connection to pressure reduction means (13) is provided at that portion of the shell section that is near the liquid inlet. As the liquid rises in the water separation membrane, water in the liquid permeates through the membrane and moves to the shell section to dehydrate the liquid.
