<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of stabilizing power generation performance when operation is changed from low to high load operation. <P>SOLUTION: When decision is made that the prescribed time is elapsed from the preceding opening of a drain valve (S10), the amount of staying water inside the fuel cell stack is estimated (S102), and when the amount of staying water exceeds the capacity of a storage device (S103, Yes), the opening of a staying water exhaust drain valve is requested (S104), and decision is made whether hydrogen gas flow rate flowing through a hydrogen supply passage exceeds a prescribed value (S106).
