<P>PROBLEM TO BE SOLVED: To provide a counter electrode for a dye-sensitized solar cell, having ample high adhesion with a substrate that has low wettability, low interface resistance, and superior cell characteristics, and to provide a dye-sensitized solar cell using it. <P>SOLUTION: A layer having a binding site and an electricity conducting site is formed on a counter electrode substrate, and a catalytic active layer comprising a conductive polymer layer is formed on the layer.
