PROBLEM TO BE SOLVED: To perform monitoring while ensuring reliability as the whole system even in the event of a failure in a monitoring means or an event notification path. SOLUTION: An agent machine 10 includes a monitoring means 12 for monitoring an object 13 to be monitored that is a monitoring object and a meta-monitoring means 11 for monitoring the monitoring means 12. A manager machine 20a includes an event management means 22 for managing monitoring results in the monitoring means 12 and a meta-monitoring means 21a for monitoring the monitoring means 12 and the event management means 22. A view machine 30a includes an event management means 32 for managing monitoring results in the event management means 22, a meta-monitoring means for monitoring the meta-monitoring means 21a, an output device 33 for outputting the monitoring results of the event management means 32 and the meta-monitoring means 31, and a monitoring means 34 for monitoring the meta-monitoring means 31 and reporting the monitoring results to the event management means 22.
