PROBLEM TO BE SOLVED: To provide a treatment system and a treatment apparatus of waste which are capable of efficiently cleaning and processing waste containing fibers, polymer absorbents, or the like of paper diapers as main components and satisfying wastewater ambient environmental quality standard by removing floating matter from the wastewater. SOLUTION: The waste treatment system comprises a crushing means 3 for crushing waste, a stirring means 4 for stirring waste crushed by the crushing means 3 while adding a cleaning liquid, a compacting means for compacting the waste discharged out of the stirring means 4 and containing the cleaning liquid, and a foreign matter collecting means for trapping a foreign matter of the cleaning liquid separated and discharged by the compacting means 5 and discharging the foreign matter.
