PROBLEM TO BE SOLVED: To remarkably improve luminance in an effective vision range by controlling a light distribution angle, a distribution and the like, while keeping uniformity of a light distribution characteristic. SOLUTION: This light-emitting device is provided with light-emitting elements emitting light, and a concave mirror part 38 erected around light-emitting surface 45a of the light-emitting element, and reflecting the light from the light emitting element. In the light-emitting device, the concave mirror part 38 is formed so as to have light-reflecting surfaces 38a each obtained by rotating a part of a parabola; and the center axis of the rotation is set by being offset, at a position where it passes through the side of the parabola relative to the midpoint of a line connecting the part of the parabola and a focus of the parabola.
